Tropical Storm Harvey is expected to make a second landfall between Galveston and the TX/LA border by Wednesday night (30 August).

Bands of moderate to heavy rain will continue into Wednesday as Harvey tracks slowly along the SE TX coast then turns northeast over the next 3 days. The storm is forecast to lift NE of the area on Thursday ending the heavy rain and storm surge threat.

The Captain of the Port (COTP), Sector Corpus Christi, set Port Condition ZULU (MSIB 05-17) at midnight Thursday for the entire COTP Area of Responsibility and this remains in effect. No vessel movements are permitted without specific permission of the Captain of the Port. That does not mean that no vessel movements are allowed; it means that verbal permission must be requested and granted on a case-by-case basis before movements are allowed.

There is still a Paragon drill ship grounded in the Corpus Christi ship channel at Aransas Pass; T&T Salvage has been contracted to do an assessment on the grounded vessel. Until that vessel is moved no deep-draft vessels will be moving in the ship channel.

All facilities are requested to update the US Coast Guard with their situation. A post-storm checklist is required to be sent to the US Coast Guard before they will be permitted to accept vessels by the Coast Guard.

The Coast Guard National Strike Force is assisting with evaluating the Corpus Christi area for potential hazardous material and pollution after Hurricane Harvey made landfall.

The Harbormaster’s office is working to complete a list of facilities that are ready to receive traffic. They will also be working to assist the USCG in getting the post-storm checklists turned in to allow brown water traffic in the Inner Harbor.
